iexpense global policy opening in a new window

Guru's,

I wanted to open the policy pdf for iexpense to open in a new window. I know that you can use "frame="_blank" in html to do this.

But the problem is that the pdf is used in the form function. please see the pic attached. The PDF is placed in the OA_HTML directory.

how do i accomplish this. I wanted the PDF to open in a new window. currently its opening in the same window.
