Bug 27102651 Not Fully Fixed in 17.5 - App crashes after upgrade

Bad news for those on 1252 non Unicode Oracle databases.  The long waited fix for bug 27102651 in 17.5 does not appear to truly fix the issue.  Sure Tools no longer crashes when running the IRM but after the upgrade the dedicated client crashes and the object manager won't stay online with the same issue.  Looks like part of the issue is fixed but not enough to be usable.

We are rerunning the upgrade now with our work around we have been using since May to see what happens.
