Unable to make Leaving Reason field (D_LEAVING_REASON) on form PERWSTEM 'REQUIRED' via Persoanizatio

Hi,

I have been asked to make the D_LEAVING_REASON field on the form PERWSTEM 'REQUIRED' using Personalization for two non-seeded responsibilities.

This is the current personalization that has been set up - and it doesn't work:

When updating the Termination form it still allows me to terminate an employee (and Save the change) without updating the Leaving Reason.

Any ideas where I'm going wrong?  The form seems to give the impression the personalization has been successful but as you can see from the screenshots - the field has turned yellow but does not prevent the update.
