Failed patch

Hi Experts,

I have one question,i have one 12.2.4 instance and db 11.2.0.3 .when we apply the patch in clone instance we are not face any issue but when we deploy the same patch on production it failed due to generate the forms and and oracle tell us compile the form manually so my question is the patch is failed due to generation of forms so my question is from which file system we can compile the forms from Run file system or from patch file system
