Siebel Local DB setup in IP2017

Can someone please provide steps to extract and Initialize the Local DB in IP2017? Can workspace and Local DB co-exit in IP17? GenDB and Local DB extract was successful but Initialization failed.

Following documentation says there is NO LOCAL DB for IP2017 but some other documentations on support web says that Tools is needed for Scripting, New Object Wizards etc.
