Can you create a new EBS instance with limited data from an existing instance?

Howdy.

We're on Oracle 12.1.0.2, using just the Financial applications (AP, AR, FA, GL and Projects).  We keep track of multiple manufacturing plants in the system, but not as org's (it's all done with the GL account).  So the bigwigs here want to create a new EBS instance for just a couple of the plants.  They said "we can just copy production, then delete the data from the Oracle tables that's not for the plants we want".  Ha.  As if it would be that easy.  I told them that's not possible.  Not only would it totally violate our support, it would
