Setup AME based on Custom Hierarchy with approval groups

Hello,

I have a requirement, to setup AME for an existing Transaction type, but there is no HR level approval group.

We just have bunch of approvers, who will be in approval groups as atleast one should approve the notification.

the rule will trigger based on transaction amount < AMT or > AMT.

If < AMT then it suould be approved by 3 groups, where each group may have 5-6 people. atleast one approve should approve from each group and after 3rd approval workflow should end

if > AMT, same case as above , but it will go to 5 set of approval groups.

Issue here is how to setup these rule if they don't belong to HR Hierarchy, and how to loop then 3 and 5 approver groups without doing customization.
