To enable min-max replenishment at item-subinventory level, do we need enable min-max planning at item org level?

We want to use min-max for subinventory replenishment and not org level planning. I tried the setup for min-max at subinventory level (item is not min max planned at org level), but when I submitted the min max report, output said-no data found.
