Change Assistant not in update center?

Hello,

I need to reinstall my change assistant but when I go into Update Center / Patching Quick Links/ JD Edwards ... the change assistant info no longer appears in the right sided panel. Where can I find the most current change assistant instructions and download?  Searching on Change Assistant from the main Knowledge menu is not giving me current information and not working.
