OSP WO qty changes not propagating to PO

In Setup, Propagate Job change to Purchasing is set to Automatic. OSP WO qty changes not propagating to PO. Does this has any dependency on PO shipment status? Like if it is received/billed then the WO qty changes does not reflect on corresponding PO.?
