Is is possible to use action=redirect on a local policy attribute that uses ENUM to retrieve the add

I am hoping that when retrieving a SAG via ENUM, a session agent can be selected from the SAG and used as the 'contact' target when using the action=redirect in a local policy attribute.  So far, my testing has been unsuccessful.  I have experienced that the SAG is used as the next-hop and that the call is routed to the next-hop even though the specified action is 'redirect'.
