Oracle Cloud Control - how to export all the targets and templates from 12cr2 to 13cr2

Hello;

I'm wondering if it's possible to extract the full set of targets (listeners, hosts, instance database etc...) from Oracle12cr2 to a fresh install of Oracle Cloud Control 13cr2  ?
