F41021 location lot status

I've seen many discussions for this but I don't know that I've seen a good answer.

We want to have a location defined with a "P" lot status that we can transfer lots into and keep the status as "P".  We went into location revisions and defined a location for an item and set the status to "P".  We tried to do an inventory transfer from a lot / location which is "free" to the location on "P".  The result is that the inventory is transferred but the location lot status is not retained as "P".

I have tried changing processing options for P4113 with no change.
