ACA Patches Phase 1 & 2

HI all,

Can someone confirm if latest ACA Phase 2 patch 27479522 is accumulative and contains phase 1 patch 26711190? From the Readme both appears to contain the same fixes. The reason for question is we do not have either patches applied to production yet and wondering if both needs to be applied.
