In Oracle EBS 12.1.3 - How to generate ACA - IRA AIR Manifest and form file ?

I ran the Oracle process "Benefits ACA Transmission XML Generation Process" but in the output it says

DO NOT UPLOAD THESE FILES TO IRS, THESE ARE ONLY FOR REVIEW

Generated file set:

Whats the process to generate these files which can be uploaded to IRS ?
