I want to restrict user to "Handle Fault Actions" only without giving full SOA Operator priviledges.

I am looking to give a support person access to EM and resolve faults without giving the full SOA Operator privileges.  I am just starting my investigation into how to best accomplish and thought this would be a good place to start.  Any Suggestions from anyone would be helpful.
