Is Siebel IP17 Patch 5 eappweb only patch?

I'm attempting patch 5 for Siebel IP17.

I only see a reference to the eappweb directory and ORACLE_HOME on the first screen.

Is this the way it is intended? Should the enterprise not be part of the patch also?
