Setting a pre-default value on field type 'textarea'

We would like to pre-populate our 'Notes' field in Siebel call center application with the value “KB:” as the starting 3 characters. Users are also able to include additional information in the Notes field. How do I get this field to pre-populate with the requested data and allow additional data to be input to this field (and store all the data in the database field).
