Work Order "Self Service" in 9.2

We're wondering if anyone has any experience implementing a 'work order self service' solution that works similar to the procurement RSS? The idea is we have all kinds of operations & support staff that may need to request maintenance or service for equipment, but other than that they really aren't involved in the management or execution of the Work Order. We are looking at Service/Case Management or the simplified version of the P17714 for requests, but keep hitting a wall when it comes to the licensing cost. It would be great if we could make this mobile device friendly which
