Confused about OEM 13.2.0.0.0 Patch Application

I need help understanding which patches to apply to my OMS and Management Agents.

I have a 13.2.0.0.0 OMS and Management Agent on Windows Server 2012 R2. I have a 13.2.0.0.0 Management Agent on AIX 7.1.

I know that I need to upgrade opatch and omspatcher to their current release in the appropriate OMS and management agent homes.

I will apply PSU 13.2.0.0.180116 to the OMS.

I will apply the plugin bundle system patch to the OMS, but do I apply 13.2.1.0.180131, 13.2.2.0.180131, or 13.2.3.0.180131? (As a follow up, how do I upgrade OMS 13.2.0 to 13.2.3?)

I will apply bundle patch 13.2.0.0.180131 to each agent. (I do not see a bundle patch named 13.2.
