IP2017 Siebel Tools-OracleXE installation failed

Hi Team,

IP2017 Siebel Tools-OracleXE installation failed in windows server 2016 (windows update is latest):

I have installed Tools IP17  Windows 2016 server (64 bit). The Same installtion is working fine in Windows 2012 R2 Server. I could see error while installing "error occurred in post installation of the ORACLE XE Database installation and the installation is not complete.

Also i have verified one of  the document in support -it ask me create the image for tools with 32bit and 64 jar of LOCAL_XE .

But in IP2017 there is not 32 bit LOCAL_XE jar files found in downloads. I can able to create only through 64 bit jar.
