Using Excel templates with OTM

We have OTM 6.4.1 and BI Publisher 11.1.1.7.  Reports are working fine using RTF templates in BI Publisher.

I created a XLS template to generate a tabbed output report.  I have uploaded the template to BI Publisher and it works fine running from BI Publisher.

I then created the report in OTM to allow calling from Report Manager.

When I try to run the report from OTM I get an invalid format error whenever I choose either EXCEL2007 or EXCEL from the dropdown output format list.

Is there a way to get this working?
