FDMEE 11.1.2.4.200 period validation failure

I am building a new FDMEE location in an environment that already has multiple other locations. While attempting to test what I have built, the import works but the validate fails and leaves the fish grey. The process details log shows the mapping of the records for all of the other dimensions, but ends with the entries:
