Why are Approval Date and Expiration Date required if Award Certification Indicator = No?

We are exploring the functionality to set certain certifications to default into a proposal or award based on Institution. Our compliance folks would like to use this functionality for campus to positively certify that they are NOT including certain things in a proposal/award - animals, human subjects, etc. The functionality to bring in these selected certifications works on both the proposal and award sides. Approval Date and Expiration Date are not required in the proposal records.

On the award side (Grants> Awards> Certifications tab), upon save of the record if the fields are blank, today's date is populated into the Certification Date and Approval Date. If the user does not enter an expiration date, they receive the error
