siebel load-balancing - urgent

hi,

quick help requested.

We have 4 nodes 1,2,3,4

Workflow Process Manager has below. i,e tasks is full (20)

only node 1 and 2 is getting full (i.e 20)

node 3 and 4 is like 4 , 8 etc

so, wondering what is the issue.

17 , 18 , 19 , 20 are the 4 nodes i was talking about (only 17, 18 is what getting occupied fully)
