SKIP Lot Functionality

We are using oracle skip lot functionality. Within skip lot we are using the sampling plan functionality. So are issue is that we receive in a qty of 100 of an item. The sampling plan means that we only need to inspect three of this lot. The three all pass inspection and the goods are the delivered to the shop floor. All good so far. The shop floor then go to use the item and find that there are issues with the items that were not sample inspected. The receipt for the item is then used to return to receiving.
