Need guidance on Manager Hierarchy fast formula type

I have created a fast formula of type Manager Hierarchy for CWB. The rule is specified in plan enrollment requirements at the global plan level as well as all the local plan levels. I have peppered the external function as well as the fast formula itself with logging messages to confirm that the desired supervisor's person_id is being returned.

When I attempt to open the worksheet, the manager does not appear to have any direct reports, and the distribution budget worksheet shows only a single employee - even though the process shows the supervisor being assigned 10 employees.

I have tested the worksheets without a hierarchy rule - instead just using the built in Supervisor Hierarchy hierarchy, again at the global and local levels, and it works as expected.
