Creating a tax authority - How to populate "city" LOV on legal address? [R12.2.5]

I am trying to set up the the IRS (International Revenue Service) as a tax authority. According to the setup, I'm supposed to start by creating a legal entity.  The legal entity needs an address.  I don't have an existing address, so I create a new address.  In an unexpected roadblock, the "city" field is a LOV and it contains no values.  I don't see anywhere in the application where I can define a list of cities and I cannot free-type my own because it has to be found in the LOV list.
