hr_maintain_proposal_api.update_salary_proposal is not updating Element Entries

Update Salary Proposal Using API(hr_maintain_proposal_api.update_salary_proposal)  does not update the  Basic Salary Element !!

Expect  the Basic Salary Element updated after the new Salary proposal is approved !!

STEPS

-----------------------

The issue can be reproduced at will with the following steps:

1. Use API hr_maintain_proposal_api.update_salary_proposal  to create s salary proposal

2.Approve

3. Run quick pay and see the Basic  Salary element is not updated

any help please !!!
