Window Title on Customers screen in R12 - not displayed

In R12 Customers screen is OAF page and according to the guide Window Title is displayed in the browser's window title (above the url) but we do not have it displayed. Was some setup missed or patch needed. It It is currently setup to Customers but not displayed as a browser's window title.  The Page Title is displayed fine.
