Optimizer in12c is not picking up the outlines done by SPM

Hi ,

I have a query for which i have migrated the plan using SPM from 11g into 12c database. I have also fixed the plan so that optimizer picks the same plan. It worked initially for few days and now again optimizer has generated a new plan which is having performance issues and not picking the baselined plan.

My database version is 12.1.0.2.0

Can this be bug in the this version of oracle.
