Cost Updates generates a new shipment number for few lines of Transportation Order

Hi,

I am looking for reason why Cost Update program (R42950) generates a new shipment number for few lines of a Transportation sales Order.

We are in the final stage of Sales order Processing wherein we are progressing towards Sales Update.

However, this program changes the Shipment number of few Split lines and other shipment numbers are in status 80, while the newly generated line is at 10.

I would like to know if this is common for this program to generate a new shipment number or is it a bug.

we are using E1 9.0 with 8.98 tools release

Please let me know on any ideas or information.
