Not able to install siebel IP 16 tools in my local

Problem Description

Not able to install siebel tools in my Local,

this the fresh installation in my Local ,

am using the Siebel IP2016 for the first time

getting the below error

Microsoft SQL ServerThe required database driver is not present:SQL Server Native Client 11.0

Please install the required driver or update the driver name in oneclick.properties before invoking the Installation Wizard:E:\Siebel_Tools_install\Disk1\install\oneclick.properties

Tried to install SQL Server Native client -Not working

Tried updating the oneclick.properties -Not working

Installed SQL server Native Client 10 -Not working

Working Environment

OS is Windows 7 64 bit
