Conflicting codes? 1H/2C

Forgive me as this is

1) My first year using Oracle

2) My first year having to file 1095's electronically

In auditing my organization's 1095 forms for employees I notice quite a few with the 1H/2C combination.

In my mind, those two codes should not go together as they mean:

1H:  No offer of coverage

2C:  Employee enrolled in health coverage offered

That is a contradiction.....isn't it?

Any help figuring out where/how that data is pulling is greatly appreciated!
