Not able to Change country and Address of Customer

Hi

we are using R12.1.3 , while trying to hange customer address showing error

Update of this column is
not allowed because Printed, Posted, or Applied Transaction(s) exists for one
of the sites for this address. Please requery the address to undo the changes
and then create a new address

As of now in System option - Allow chages to printed transaction is not ticked , if i enable the same is there any impact
