Grid import with excel not showing up in local web

Hi Team,

I can see the Import from Excel when logged in to html web, but not seeing this excel option on local web.

I tried this on IE, on same browser I opened both links but not seeing for local web and can see it for jas web.

Please suggest if there is any known issue, or should I not expect this on local web.
