UPGPHYS Export Repository Error

We are upgrading from 8.1.1.11 to IP2017.  We are on the UPGPHYS step and it stopped at Export Repository.  On the log file, we got these errors:

2018-02-22 11:00:09 No published languages found.

2018-02-22 11:00:09 Error reading latest WS version from dev DB

2018-02-22 11:00:09 Error in Preparing Where Clause for Incremental D2P

2018-02-22 11:00:09 Error in doExport (<null>).

2018-02-22 11:00:09 Error in Main function...

We found article in Oracle Support (Doc ID 2320436.1) suggesting we do Full Publish.  We have done Full Publish prior to doing UPGPHYS and as per Bookshelf, if the Siebel Tools closes properly, then it means no errors were encountered during the Full Publish.
