Proper Customer set up for Non Taxable - so that Tax is not applied in Order Management

I am trying to ensure that my NON TAXABLE customers are not being charged Taxes.  It seems like We have set them up with a tax exemption but they are still being charged can anybody advise

what we are doing incorrectly.  It has worked previously and now it appears to not be working
