ORA-21561 Drop table command

Dropping a table generates this error and am a loss as to how this occurs.

The Error relates to a connection issue and you have to edit the hosts file

But how can a hosts file relate to a drop command?

I am running this command from the Oracle server itself and from the %ORACLE_HOME$\...\bin

Tried purge recycle bin...no

Tried flushing all POOLS...no

The only solution that works is restarting the db, but that is not ideal.
