Revenue events are created for as-incurred billing method

Hello. Sometimes, when a new government project is created in project costing, and the users bill against this project and run the project costing cost collections processes, the revenue does not show up in GL. I then have to delete the revenue event tied to the contract, run PC_PSA_ACCTGL and run Journal generate to get the revenue to show up. These contract revenues are "as-incurred" and they should not have a revenue plan tied to them, since the revenue is recognized when it comes in, NOT when some event/date or milestone is met. How do I prevent revenue events from
