FIFO Inventory layer cost and quantity update

Hello,

In an organisation using FIFO costing, a client made an erroneous miscellaneous issue.  A possible solution was to correct the issue from stores using the Layer Cost Update feature.

However, the cost gets updated but the layer quantity remains the same. Is this the expected standard functionality. And if so, is there a way to correct this error without the system creating a new cost layer.
