False OEM alerts triggering numerously

Hello Experts,

We have 11 G OEM and all of sudden below kind of mail alerts flooding in to mail box.Actually all DB and services are up and running fine at serve level.Below false alerts are triggering continously.

>>>Failed to connect to database instance: ORA-12505: TNS:listener does not currently know of SID given in connect descriptor (DBD ERROR: OCIServerAttach).

>>>Target is down; 2 members are down: dwhqc_dwhqc1, dwhqc_dwhqc2

>>>Message=Target is down; 2 members are down: dwhqa_dwhqa2, dwhqa_dwhqa1

Agents is up and running fine

Tried to restart OMS and agent multiple times with no luck

DBSNMP password not expired.
