open receivable period by different OU

is there any setup that I have to make to restrict person in selected OU to enter any transaction in those period.

for example: there are 7 OU in ABC ltd. On 2018, they wants to open period for 5 OU, another 2 OU will remain closed/ restrict any person to enter transaction in that 2 OU.
