Looking for a little assistance to see if a rate setup is possible and if so how would I set it up.

I have rates that are using zones for a specific carrier. No problem with this. Where I am having an issue is now I want to apply a fuel surcharge that is a different percent based on the zone. So my example is zone one for a carrier is say $1000 and zone 2 is $950. Now I want to apply a fuel surcharge of 3% for zone one making a total of $1030. I want a 4.5% surcharge for zone 2 making it $988. I know I can have a static fuel surcharge but not sure how I can
