Changes to rtf for BIP not reflected on server

Seeking advice on what i may be doing wrong or missing a step maybe.

I edited a rtf used for a report in JDE v9.1 and below are my steps:

1) go to P95600 download the rtf

2) go to P95620 to search for latest job and download XML sample file

3) load the XML sample file and then , edit rtf as required

4) upload the modified rtf via P95600 back into server, new effective date. Clear server cache.

5) Submit the report on web, but when i checked the output, i do not see changes reflected

When i try to run on fat client (without applying the formatting) i can see the changes in local output. So now i am wondering what step did i miss, why this does not work on server?
