Sending notifications from the command line

Hi,  I'm having a lot of issues with the SMS gateway of my phone service provider so I'm missing alerts for problems because they are not reaching my phone.  Is there a way to run incident checking and alert notification from the command line?  My thought was I can run everything from a command line and then send alerts through a push service rather than SMS.  I'm trying to go through the documentation but so far I haven't found what I'm looking for.

We run EM13c on Oracle Entrprise Linux 7.
