SCC_COMMGEN URL in 9.2

We're having an odd problem with commgen in 9.2. We use a URL setup where URL.SCC_COMMGEN is set to this format:ftp://arcscctstf:*password*@transfer.utshare.utsystem.edu/

The URL logs the user (in italics) in to our ftp area. We have a setup (the one in our production instance) that does work, and we're able to log with the test user via Filezilla and it takes us to the correct folder in the test ftp area. But when we run commgen in our test instance, the program runs successfully, but the file doesn't appear in the designated directory, nor in any other directory.
