EM 13c couldn't connect to Cloned Database with sys as sysdba

I have latest cloned a database from one server to another, and I have change the database name for the cloned database. Everything seemed to be working good, but when I tried to register this database to be monitored by my EM 13c, it won't connect with sys as sysdba. It complained about incorrect username and password while I knew I have the correct password.  I could do normal with DBSNMP.  Question:

1. What is the possible cause of the incorrect password for sys?

2. What is the difference monitoring DB in EM with DBSNMP vs with sys?
