EPBCS: Planning "Lock Down" question: in OEP_WFP cube, After start the Approve unit, non owner user

Hi Team, I created an approval unit and assigned the owner. After the admin user start it, I expected non owner user should not make any changes to my approval unit. But the result is:

All forms are locked down, user cannot enter data, but user still can run Transfer employee and Departure employee function in Workforce, which is not expected.

Any one has experience about the Workforce lock down process? Thanks.
