Getting 1H/2F for 3 employees who changed from Temp to Regular mid year

We are having a problem with the 1095-C codes for 3 employees.  These were Temporary employees who were changed to Regular Represented status during 2017.  1095-C shows code 1A for the time they were Temps, eligible for Temp medical plan.  When their assignments were changed to Regular Represented, the 1095-C codes changed to 1H and 2F for that month.  They were enrolled in the Represented medical plan the following month due after a waiting period, and codes change to 1A as they should.    We use Standard Benefits and none of our plans have any waiting periods defined in Oracle.  I'm
